Program Overview
CSPDC’s housing and community development programs focus on programs and projects that address critical community development needs, including affordable housing, housing rehabilitation, community facilities and infrastructure improvements, and disaster mitigation. CSPDC has been instrumental in securing State and Federal funds to help build the infrastructure and public facilities needed to compete for industry and to improve the living conditions of citizens throughout the region. The CSPDC provides planning, grantsmanship, liaisons, financing via public funding and project management for housing, community facility and utility projects throughout the Region. For many of our localities, housing is a central issue in planning for the future. CSPDC has been instrumental in assisting localities in developing housing programs and administering housing projects which provide safe, decent, affordable housing for low, and moderate-income households and first-time homebuyers in the Region.

Goshen Water System Improvement Project - The CSPDC assisted the Town of Goshen in securing $2.7M in funds to replace the Town’s public water system that experienced a massive failure in 2007. The project calls for the replacement of the aging and undersized cast iron pipe that was installed in the 1930’s, replacement of water tanks, installation of new pumps, fire hydrants and water meters.

Regional First-Time Homebuyers Program - Through a state program administered regionally by the CSPDC, this program offers special low interest mortgage financing, homeownership counseling and down payment and closing cost assistance to low and moderate income first-time homebuyers in the region. Since it began in 1998, the program has served more than 170 households in the area.

Craigsville Wastewater Treatment Plant Project - This project, in the planning stages for nearly a decade, will provide an estimated $11 million in funding to build a new wastewater treatment facility in the Town of Craigsville to serve the citizens and businesses of Craigsville and the Va. Department of Correction’s Augusta Correctional Center.

Staunton Block by Block Community Improvement Project – The CSPDC assisted the City of Staunton in transforming an area of the City once known for its substandard housing, crime, and drugs. The neighborhood has now been cleared of condemned buildings and redeveloped with the construction of new roads, public utilities and a new subdivision. The project transformed this undesirable section of the City into a safe and affordable neighborhood.

West Warm Springs (Bath County) Community Improvement Project – From 1994-1998, the CSPDC administered the West Warm Springs Community Improvement Project in Bath County which provided a new sewage collection system, accessible roads, housing rehab for 17 substandard houses, the construction of nine new houses and the removal of numerous outhouses and privies from this once-blighted community.
