Program Overview
Renewable Energy
For over 10 years, the CSPDC has provided workshops, presentations, and various planning and technical assistance for topics related to wind and other sources of renewable energy. Most recently, staff has participated on a workgroup to develop local ordinances for the proper placement and operations of wind energy generation facilities. The CSPDC is committed to helping the localities in the region meet State and Federal renewable energy goals.
Energy Efficiency and Conservation
The Energy Efficiency and Conservation Block Grants (EECBG) program is intended to help local governments, cities and counties, implement strategies to encourage energy efficiency and renewable energy initiatives. The program emphasizes a community-based approach to help meet energy and climate-protection goals. In 2009, $9.7 million in grant funding was made available, through the Virginia Department of Mines, Minerals, & Energy (DMME), on a competitive basis to small local governments. The CSPDC assisted localities in the development of proposals, which were awarded by the DMME in the fall of 2010.
Services We Provide
- Coordination and facilitation of renewable energy and energy efficiency topics and issues
- Planning and technical assistance (i.e. Utility Bill Analysis and Energy Star ratings)
- Identification of financial resources for energy programs and projects
- Grant writing and grant management services
- Research, data collection and dissemination of energy information
- Tracking State and Federal energy regulations and policies
- Project administration
- Coordination with State and Federal agencies on energy policy and programs
- Education, outreach and training on energy issues and topics
List of Current/Previous Projects
In 2010, the CSPDC established the Shenandoah Valley Regional Energy Efficiency Strategy program with funding provided through the Virginia Department of Mines, Minerals and Energy. The project is offered to each of the Region’s eligible localities and includes the following three program components:
- Energy audits of public buildings and facilities,
- Implementation of energy audit recommendations, and
- Education, outreach and training
This project is intended to provide each locality with a foundation for a local energy plan and to jump-start the implementation of energy projects throughout the region. The education and training element of the grant allows the exchange of information between our localities so that the toolbox of energy efficiency strategies may continually be expanded. Combining local energy efforts through this project creates a healthier region for all of our localities as it relates to the environment, economic competitiveness, fiscal budgets, and regional cooperation and partnerships. The benefits of this project will be both immediate and sustainable.
