Program Overview
The Central Shenandoah Planning District Commission (CSPDC) is instrumental in guiding the overall economic growth of the region. It coordinates the efforts of individuals, organizations, local governments, State and Federal government, and private industry. Working together, the region’s economic competitiveness is strengthened. CSPDC activities that support economic growth include program development, grant writing, coordination with State and Federal agencies, management services for program implementation, data sharing, and economic related publications.
Services We Provide
Economic Development District (EDD). The Central Shenandoah Planning District Commission is a designated Economic Development District (EDD) under a program administered by the U.S. Department of Commerce’s Economic Development Administration (EDA). Economic planning services are provided to all cities and counties within the CSPDC.
Local Development District (LDD). The CSPDC is a Local Development District (LDD) under a program administered by the Appalachian Regional Commission (ARC). Through this program, the CSPDC provides services to the counties of Bath, Highland and Rockbridge and the cities of Buena Vista and Lexington.
Shenandoah Valley Partnership (SVP). The CSPDC provides regular technical assistance and contract support to the Shenandoah Valley Partnership. SVP is a public/private partnership promoting economic development in the Central Shenandoah Valley. SVP provides economic development marketing, business retention and expansion programs, and support of local jurisdictions through infrastructure enhancement.
Comprehensive Economic Development Strategy (CEDS). One of the CSPDC’s primary responsibilities as an Economic Development District is to prepare a Comprehensive Economic Development Strategy for the District. This plan is in concert with the Shenandoah Valley Partnership, the local economic development directors and officers, localities, and stakeholders. The CEDS program analyzes the regional economy and serves as a guide for establishing regional goals and objectives, developing and implementing a regional plan of action, and identifying investment priorities and funding sources. All projects receiving assistance through the Economic Development Administration’s programs must be consistent with the CEDS.
Regional Strategic Initiatives. The Regional Strategic Initiatives serve as the basis for the CSPDC’s Comprehensive Economic Development Strategy, the Shenandoah Valley Partnership’s Regional Strategic Plan for Economic Competitiveness, and other planning efforts around the region. The Regional Strategic Initiatives have been endorsed by 70 organizations and are adopted by both the CSPDC Board and the Shenandoah Valley Partnership Board. Regional Data Center. The Regional Data Center is an independent database of regional and local demographic and economic information accessible through the CSPDC website. The Regional Data Center includes over 175 annual and historical demographic measures and is provided as a free public service. It is funded in part through a grant from the Economic Development Administration and the Shenandoah Valley Partnership.
Data Requests. The CSPDC provides economic and demographic data on a regular basis to a variety of users, both public and private. The CSPDC maintains an extensive library of data.
ACCRA Cost of Living Index. The CSPDC collects pricing data for the ACCRA Cost of Living Index. This program surveys prices for specified grocery, housing, utility, transportation, health care, and miscellaneous goods and services in our region and compares them to other places across the country.
Facts and Figures. The CSPDC annually publishes and distributes Facts and Figures. This is a publication of regional and sub-regional economic and demographic data. Supported by EDA funds, Facts and Figures are distributed free of charge to the public through the region’s local governments, area economic development organizations, Chambers of Commerce, Realtors Associations, and Tourism Centers. They also are available on the CSPDC Regional Data Center website.
American Recovery and Reinvestment Act (ARRA) Funding. The CSPDC closely follows funding available through ARRA and tracks the region’s projects, applications, and funding awards. The CSPDC disseminates information on potential funding opportunities to its member localities and provides technical assistance as requested.
Grant Writing. The CSPDC assists its localities in identifying potential financial resources for projects, preparing grant applications, and administering grant programs for a variety of economic development projects.
Census Activities. The CSPDC provides assistance to the region’s localities and to the U.S. Census Bureau to promote a complete count for the 2010 Census. Census data is included on the Regional Data Center.
Broadband: CSPDC staff serves on and provides assistance to the Rockbridge Telecommunications Management Team, a group represented by Rockbridge County, City of Lexington, City of Buena, local schools and universities, emergency services personnel, and experts from the telecommunications sector. The mission of the group is to provide for the development of an open-access, community-owned, high-speed broadband project throughout the county. A Broadband Infrastructure Application to RUS and NTIA for funding was submitted to build the proposed network. These efforts and future network projects are managed by the newly created Rockbridge Area Network Authority.
